The Circuit Clerk provides a wide variety of services to the Circuit Courts, as well as election information, voter registration, jury duty information, and marriage licenses to the citizens of Carroll County.

The Circuit Clerk serves as Clerk of the County and Circuit Courts, receives and files all lawsuits, indictments, motions and other related papers in all Civil and Criminal Cases filed in the Circuit or County Courts and issues all process including summons and subpoenas, draws jurors and qualifies juries, keeps a record of all judgments and executions, issues marriage licenses and keeps records of marriages, records medical and other professional licenses, and registers citizens to vote and has other duties in handling elections.

Durward serves the citizens of Carroll County as Circuit Clerk.

SERVICES

Clerk of Courts

The Circuit Clerk serves as Clerk of the County and Circuit Courts.  The office   receives and files lawsuits, indictments, motions and other related papers in all Civil and Criminal Cases filed.   The Clerk also issues subpoenas and keeps a record of all judgments and executions.


Juries for the County and Circuit Courts are administered by the Clerk's Office. The Clerk issues summons, draws jurors, and qualifies juries.  Registered voters are eligible for jury service.

Marriage License

The Carroll County Circuit Clerk's office issues Marriage Licenses . 

    Both parties will have to be present at the same time to apply for a marriage license.

After the marriage license has been issued, the applicants must make arrangements with a license minister or other officials with authority to perform marriage ceremonies.

Elections
The Circuit Clerk administers voter registration.   By law, general elections are run by county or municipal Election Commissioners with limited oversight from the State Board of Election Commissioners. Circuit and Municipal Clerks also provide support.
